As O'Toole said to Murphy, "You're an optimists!" I administer a ham
radio list with about 800 forign subscribers. It's a horror show. We are
spoiled with 24/7 servers. Bounced mail may take days to be returned, but
that a minor part of the problem. Mail with good address frequently
bounce when networks go down. One in Cuba goes down for several day about
twice a month. Educational institutions in forign countries frequently
shut everything down for the weekend. The Internet connection for
the national technical institue in the capital of a West Africian
country is a two hour a day call to France using a single 28.8
modem - for the entire university!
