I don't know where you draw the line. Is it where you say "You must
till this class of people"? Or "You must kill these specific named
individuals"? Or "We WILL kill these named people"? I think the latter
is a public threat and should be dealt with as such. "You must", although
coercive, is likely only to be viewed as contributory or possibly
conspiratory in cases where crimes have occurred.

Yes...
Personally, I feel that conspiracy laws are more likely to be
effective in the cases of violent crimes against doctors and their
patients. Racketeering laws might also be considered.
