I don't see Adobe Illustrator among the programs that you've tried. I'm not
sure exactly what you mean by "in web formats" but later versions of
Illustrator included a Web safe color palette and can export to gif
(possibly jpeg too--i've never tried it as I always export from
ImageReady). It does gradients and has editable paths. I'm not sure about
its capabilities as far as the the other effects you mention, as I do all
that kind of thing in Photoshop.
If you can afford all three, I recommend getting Photoshop 5 (which has
some new text and layer effects tools which save a lot of time),
ImageReady, and Illustrator. All three work in concert with each other
beautifully.
