Have you tried Fireworks from Macromedia-

I'm just scratching the surface of it but it appears to do that and a lot
more (rollovers, imagemaps, gif animations etc) It also has an optimize
export feature that allows you to look at different formats and bit depths,
next to each other, with the resulting output and file size in a browser
safe of user defined pallet.
It ain't cheep but it does what it promises.
