Ah -- sorry for lack of clarity -- we had this process in place because we didn't have 
SourceSafe or any other software managing the CM. Also, contrary to what I understand 
is accepted CM technique, we didn't have a mirror of the production web site.

My point about process -- the technology shouldn't "rule", IMO. You have to ID your 
needs, which includes things like "who has authority to change which document when" 
... and use the technology to implement the process. Process in this case is the "up 
front" thinking about the needs, the plan as it were.

Also, there are degrees of CM -- which would be dependent on the risks inherent in 
having it violated.
