One reason, although not security related, is that modules are cached in Python so anything you import will only be read once. So if you edit a module, you must restart web2py in order for the changes to be recognized. At least this is the case with the Windows Service form of web2py. Naturally, the admin interface does not have a Restart Server button. I'm with Phyo on this one. I use ssh for my linux server and Remote desktop for my windows server to access the admin interface.
