It doesn't require any extra setup or development time. Just purge the database, and tell people to only submit logos that are based on the top picks from this last phase.
Not sure what I said to make it seem like I had lots of free time... I don't. Not having any free time for myself is why I suggested another whole week for submission on a second phase.
