REGRESSION(308432@main): [GLib] Remote inspector target list appends the
target URL and type as Latin-1

appendTargetList() decodes target.name as UTF-8 but appends target.url and
target.type, which are UTF-8 CStrings too, through the span adapter, which
treats char spans as Latin-1. Non-ASCII bytes in a target URL are then
double-encoded in the generated page. Decode all three the same way.
main fixed this as a side effect of 321212@main, which deletes
StringTypeAdapter<CString> across the tree and is not suitable for the
branch.
