ParentalControlsURLFilter::workQueueSingleton() asserts main thread but is
called from its own work queue

WebParentalControlsURLFilter::ensureWebContentFilter() runs on the filter's
work queue and calls assertIsCurrent(workQueueSingleton()), but
workQueueSingleton() was a MainThreadNeverDestroyed, so calling it from that
queue failed its main-thread assertion and crashed the network process in Debug
builds with web content filtering enabled. The queue is reached from both the
main thread and the queue itself, so make it a NeverDestroyed<Ref<WorkQueue>>,
as other WorkQueue singletons are.
No new tests, the assertion only fires in Debug iOS builds with web content
filtering enabled.
