[AppKit Gestures] Cannot magnify while scroll is decelerating
https://bugs.webkit.org/show_bug.cgi?id=326608
rdar://189352001

Reviewed by Richard Robinson.

We only let a few gestures begin when catching a decelerating scroll. In
this patch, we add all of our manipulation gestures (and not just pan)
to this set.

However, this exacerbates a pre-existing problem: the page can jump at
the end of a transient zoom commit. A committed zoom holds the scroll
position until the web process catches up, so anything that scrolls
meanwhile appears all at once. Stop two things from scrolling then:
- Momentum from a pan that ends along with a magnification or rotation.
- The gesture's velocity on an unstretched axis when the rubber band
relaxes a stretch.
