It looks like perl wasn't installed, so it's possible you didn't
follow the steps exactly -- unfortunately the setup steps are very
finicky. If you used the cygwin installer from http://svn.webkit.org/
repository/webkit/trunk/WebKitTools/CygwinDownloader/cygwin-
downloader.zip and followed the install instructions exactly, then it
should all "just work".
If there's a problem with the installer I can't really help, and the
person who knows most about it isn't around at the moment.
