It looks like perl wasn't installed, so it's possible you didn't follow the steps exactly -- unfortunately the setup steps are very finicky. If you used the cygwin installer from http://svn.webkit.org/repository/webkit/trunk/WebKitTools/CygwinDownloader/cygwin-downloader.zipand followed the install instructions exactly, then it should all "just work".
