Resolved. After inspecting a number of weblate supported pages, found the dropdown that specifies the language. On the original test page (www.opensuse.org), the dropdown is located at the bottom of the page, that location isn't seen often.
So, assume for now that weblate does not support automatic language translation, only when set by the dropdown. Based on accessing pages from different locations around the world and changing system and web browser language settings (all had no effect).
