I think it is true for Maven 2.0.8 and older. But Maven 2.0.9 have plug-in versions frozen for the greater part of lifecycle plug-ins. The lack of defined plug-in versions was one of the greatest responsible for unpredictable behavior in the past.
In addition, they have pushed 9 release candidates before the final version. So, they are trying to achieve a better quality and, in my unpretentious opinion, they succeeded with Maven 2.0.9.
