Graham, look at the Web. Most of the "standards" on today's Web were first implemented or specified by people who did NOT have the consent of the people and institutions "whose opinion matters". WHATWG, most notable example lately, started out just like web3, and their work is now standard in HTML5. In the end you can only standardize stuff that EXISTS, so "opinions" don't really count.
