Being only a recent convert to web.py I can't speak for the developers, but I personally am interested in contributing to the project by making it Python 3 compatible, and according to comments here: https://github.com/webpy/webpy/pull/172 web.py will support Python 2.3 until version 0.4. I am not sure what sort of roadmap or timeline that lines up to.
