As Daniel writes below, the files in this folder are concerning the
DownloadSimplePage type in mysite/templates/Layout  which are in fact
updated translations of this page. Sorry for misunderstanding.

Seems I mixed $subject up with localized website content pages ...

Yes it certainly would have advantages, but then all the subsites would
have to follow structure and content of the main page as a source for
translation, wouldn't they?

This idea was given up in the very early days of using this CMS in
favour of independent native language team needs and creativity. Besides
people didn't like the links to the localized pages as we have at
http://donate.libreoffice.org
