If you want to find the proper tool to answer all our needs (democracy management, mailing list frontend, etc.) at once and only wanna plan a migration plan when all the questions are addressed, I think we never will see a proper tool any time soon. ^^ Like mentioned here[1], please at least allow some time to your sysadmin to export the DB and replace all users credentials to one user, that way, the community can write a stored procedure script **for you**.
