It is and will be enabled for real, non-testing, use, but that isn't what this ARC is about. But the original purpose of the ARC is: Enable OpenSSL support to run the MySQL testsuite in secured SSL connection. To do that, we have to enable SSL support in MySQL, and then provide the sample certificates in the test suite files. That's exactly what the above paragraphs describe.
