That's ok if that's how you want to partition it.. but why split the
support delivery like that though?

Will there be another case soon adding SSL support for non-testing use?

Is there any implementation difference between this case and the next one?

If you initially plan on delivering SSL support only for testing, what
will prevent users from using it for non-testing uses?  How will user
know that they're doing something unsupported?
