perl did that as you note. On the other hand, the PHP case (2007/168)
originally proposed doing that but there was a fair amount of
discussion on the value of such links and in the end, 2007/168 does
not specify them.  My assumption has been that apache won't either if
it ends up having versioning, unless someone wants to revive that proposal.
