Well, when he was campaigning, several times over the campaign he chided Clinton-Gore for not realizing how dangerous Iraq was and that what they did in Kosovo etc was a waste of time....and he mentioned Iraq in the same sentence as nuclear weapons many times....all he needed was the excuse and they provided it with 911....
