The republican congress at the time, would not cooperate....they were all hot and panting over the Monica thing and stonewalled everything he tried to do so he used executive orders as much as he could.....froze assets, started task force to monitor terrorism around the world no matter how small, and other measures... When Bush was coming in as President Clinton had a special meeting with him and others only about terrorism and the taskforce...
