Certainly.  Cutting a release doesn't really require any knowledge at all
about Webware's internals.  There's just currently a lot of stuff that has
to be done by hand -- updating version numbers, collecting release notes,
running tests, creating the tarball, applying CVS labels, creating a CVS
branch, uploading the tarball, editing the Webware home page, updating the
Vaults of Parnassus, sending emails, etc.  Some of this can potentially be
automated.

Yes, it certainly would.

It doesn't really matter to me except that more frequent releases bring more
user interest to Webware, which means more contributors, which makes Webware
better.  But I usually just use the tip of CVS :-)
