I've heard decent things about linode.com as well, also UML, starting at $20/mo. You get a choice of Debian from them as well (my personal favorite distro). These are much more flexible than normal hosting plans, but you will have to do more sysadmin work. Though having control of the Apache installation and configuration is very nice -- it's only the email admin that I might prefer to not handle. Use a registrar like joker.com that gives you free DNS, and named based virtual servers in Apache, and it becomes very easy to set up new domains and sites.
