Title: Ins. Company 'not accepting' from small customer

One of my customers got a message from BC/BS stating that "because we are a small account they will not accept electronic data transfers."  My client is a welfare fund that would only be transmitting 834's.

My question is: Per the rule, are they permitted to do this?  Any ideas on what to do in this case?
