This makes sense, I know of other carriers doing the same. I can't imagine any carrier coming to the conclusion that it would be cost effective to maintain direct connections with anybody/everybody.
As it turns out, the statement that started all this was made by a sales executive at the carrier, so I've told my client to go further up the chain to get a better resource of information.
