Fellow HIPAAsters'

I have a question for the group on recommended solutions when trying to create
HIPAA transactions without all of the Required Data.

The problem: A traffic accident occurs and a patient is admitted to the
hospital. Two cars involved and the accident is caused by one driver rearending
another automobile, the driver of the first car is hospitalized and the insurance
company of the second driver is responsible. When the 837-I is created one payer is
the patient's healthcare insurance, the other driver's automobile insurance is sent
using "other subscriber" using loops 2320 and 2330 however the hospital does not know
the birthdate of that other driver. What should we do since the birthdate is required
and we do not have that information. Should we not send those loops at all? or should
we send the loops with missing data?
