I agree, but it seems to be the closest thing to it.  NSF had the same problem (see EA0-37).
In Appendix E of the 837P guide, I found this description of CLM06:
"An indicator that the provider of service reported on this claim and authorizes payment, and that a signature is on file in the provider's office."
I don't think it's entirely what that "certification" is asking for, but, it seems to be as close as we'll get without a physical or digital signature.  Of course, requiring a physical signature defeats the purpose of EDI.

Or what about including the certification as part of the trading partner
agreement or some other written contract or agreement?  I don't think
CLM06 is the same thing as Jerry's "section 438.606" certification.

Since HIPAA hasn't yet embraced Digital Signatures, CLM06 = 'Y' will
have to suffice.  This is 'Provider Signature on File' which to my way
of thinking translates to the certification you're looking for.
