Title: RE: BBA data certification and HIPAA trxs

For Arizona Medicaid, a certification form has been developed which may either be faxed or transmitted concurrently with the file.  The certification form and file contains identifiers which allows the file to be linked with the form.

Currently data files are uploaded daily without human intervention.  Data contained in the files is processed following the upload process.

An automated process to match electronically signed certification forms with data files is under development and will continue to allow uploading and file processing without human intervention.  Unfortunately, many submitters are not currently able to electronically sign the certification form and transmit it concurrently with the file.  A process to pause uploads is under development in order to allow a manual human intervention procedure that links the file with faxed certification form.  Following the linking of file to certification form, files will be uploaded and processed.

We are already dealing with this under Medicaid here.  We have to fax
a certification form for each file of claims (encounter) data we send to
the state.  The organizations required to fax these forms have
questioned whether this is truly concurrent, but that's another issue.

I haven't seen anything in the 837 layout that could be used for this. 
The requirement from CMS doesn't dovetail well with HIPAA.
