Yes, and maybe.
As Kepa said, the zeros must be there, or the meaning is
changed.
There has been much discussion about the dot in the ICD9
codes. The dot is, indeed part of the code, however, payers insist on
playing by theri rules (and, since we like getting paid, we're likely to
accomodate them). Most payers insist on stripping the
dot; some want it. If you look at the examples in the IGs, dots are
stripped on the 837P examples; they are present in the 837I examples [Confusion
reigns supreme!]. The receiver really should be flexible enough to accept
it either way, and format it the way the back-end system wants. The lack
of flexibility creates a brittle system that can break easily, but HIPAA does
not mandate that a system work well.

That is not correct. There are not "numbers" but
"codes" so by removing the trailing zero you substantially change the
meaning of the code. You cannot do that. The trailing zero
needs to stay in place. Same issue for leading zeroes, they are
significant too.
