There would definitely be situations (270/271 and 278 certainly come to mind) where date, time, file name and even file size could be the same but the files in question could represent distinctly different transactions.  If one received a batch transaction (83x) and file name, ISA09 (date) and ISA10 (time) were the same I can see someone rejecting, although if it were two 837 files with 10 claims each they could certainly be generated within the same minute by some translators - the fact that they contained the same physical number of bytes could happen although the chances are high that it would not. 

 

My opinion would be that this was an overly sensitive edit - and validating based upon control number sequences would be the better method.  ISA12 + GS06 + ST02 (plus BHT03 if necessary as the sender is not incrementing ISA12 and GS06 for some reason) should result in a transaction specific "key".  X12 was nice enough to give us these control numbers such that we would not have to resort to validating file names, sizes, etc.

Is it valid for a carrier to refuse to process a file if the date and time reported in the ISA match a previous file sent to that carrier?  I wouldn't think so, but we send multiple files to one carrier, and even though the control numbers are unique, the files are sometimes rejected when the date/time reported in the ISA are the same.  This is going to happen frequently as the files are usually created at the same date/time.

 

Is this a valid cause for our file to be rejected and not processed?
