Found the culprit:

[DataBindings]

    [[wx_binding]]

         #manager = weewx.manager.DaySummaryManager           # does not 
recreate 
archive_day_wind
         manager = weewx.wxmanager.WXDaySummaryManager    # *works!* 
(archive_day_wind is created)

just in case someone else does similar things one day...
