The 'if' concerns the if we're implementing the genArchiveRecords(), so that's a clear yes. Other than that it says 'should'. Agreed, that's not a 'must', but it is very close. Maybe that documentation could use a bit more info there assuming you're right that it's totally OK and usual not to implement the archive_interval property.
