as far as i know, no one has yet created software for the wmr89 - the way 
it talks over usb makes it very difficult to reverse engineer. 

most weather stations do not care whether you deploy them in the UK or 
anywhere else on the planet ;)

perhaps the first decision you should make is whether you want an 
all-in-one instrument cluster or separate wind, rain, and temperature 
sensors.  another decision you'll have to make is whether the hardware must 
have a built-in logger, or the pi (or other computer) logging will be 
enough fail safety.  some of the newer low-end hardware communicates 
directly over wifi (fine offset hp1000, lacrosse 380, os lw301/302), so you 
can sniff/listen for that traffic, versus hardware with a serial or usb 
interface.  the number of batteries and battery life could be an issue, 
especially if you place the hardware in a difficult-to-reach location.

if you can narrow the field to 3 or 4 candidates that fit your requirements 
then you might be able to solicit a more detailed response from people with 
that hardware.
