To start or stop weeWX refer to 'Running weeWX' in the User's Guide 
(http://www.weewx.com/docs/usersguide.htm#running). At the moment you want to 
run weeWX as a daemon so refer to the 'Running as a daemon' section a little 
further down.

The directory weewx-3.8.0 that you found appears to be in the currently logged 
in user's home directory (likely /home/ray). The weewx-3.8.0 directory appears 
to contain the weeWX install files, it is not a separate installation of weeWX. 
If you have a second weeWX install it will be in the directory /home/weewx, if 
/home/weewx does not exist then you don't have a second installation. 

The reason I am asking about multiple installs is that when a user changes 
weewx.conf and it has no effect on occasion it could be there are multiple 
weeWX installs and the user is editing weewx.conf for one installation but 
running weeWX from a different install.
