Hmmm, not much there, though it looks like a fairly well used weewx.conf ! I really think the best course of action is to start with a fresh install, copy over your old data and install cmon/pmon. Monitor you memory to see that it stabilises, can't remember how long that would take on my system that was playing up but it was certainly within a day. Once you know you have a stable system add one service/extension/customisation at a time restarting WeeWX each time and only moving onto the next when you know your memory use is staying flat.
Sorry it's more messing around but I can't think of a better approach.
