The documentation does not mention this, but the Vantage stations will
allow only one ISS at a time. So, you must first shut off your existing ISS
on channel 1, *then* set up channel 3.
# Turn off channel 1 by setting the type to "10":
wee_device --set-transmitter-type=1,10
# Now turn on channel 3 with type 0 ("ISS"):
wee_device --set-transmitter-type=3,0
