Hello Hans,

FWIW - I had no issue in anything related to following Tom's outline:

sudo apt-get install python-dev
sudo apt-get install python-pip
sudo pip install pyephem


N.B. Because pyephem was already installed as a result of the NOOBS 
installation of Raspbian onto the RPi 3B+, these steps were just me helped 
me to be reassured.
