Can't do anything to workaround WU's sporadic 404 and 503 errors, but at least 
the 403 error should be gone.

I was able to test the 4.0 / development version myself on both Python2 and 3, 
so hopefully Tom will merge that soon.  It's over here if you are impatient.  =D
