My guess would be when you ran the python3 instead of python2 
ubuntu@gand:~$ wget -qO - http://weewx.com/apt/weewx-python3.list | sudo 
tee /etc/apt/sources.list.d/weewx.list
instead of
ubuntu@gand:~$ wget -qO - http://weewx.com/apt/weewx-python2.list 
<http://weewx.com/apt/weewx-python3.list> | sudo tee 
/etc/apt/sources.list.d/weewx.list
