I've done fresh installs on multiple systems and they all report the same 
zero elevation.  Correct elevation is put in during the installation 
scripts per each OS.  I could run the debug logs for each one but seems a 
lot of data to parse out what should be a simple solution somewhere.  I'm 
pretty certain that the correct conf file is being edited, because other 
changes are updated correctly (after init.d stop/start).  I don't know what 
"docker" is so I don't know if Im running it or not.
