For the Vantage stations, weewx gets the elevation from the hardware. The value in weewx.conf is ignored.
To set the value in the hardware, either consult your manual, or use the wee_device utility with the --set-altitude option <http://www.weewx.com/docs/hardware.htm#vantage_notes>.
