They never weren't allowed.  In the U.S.  The problem is that people
hear requirements, but they're not all applicable here. In England,
where the threat level was Red or Severe, they were allowed to travel
with only wallets, money, passport, etc.  EVERYTHING had to be
checked.  no ipod, no laptop, etc.  In the states, though, the threat
level was Orange, and no such restrictions were in place.
