1). build_nmake.bat release
QT_QMAKE_EXECUTABLE=C:\Qt\4.1.2\bin\qmake.exe
2). nmake install
What else do I need to do for getting installer?

nmake install will do it
I don't remember where the setup.exe lies ;) maybe nsis directory or
build/debug directory...
I didn't try NSIS installer for a few weeks so it may not work
if you have a problem, just edit files from:
http://dev.openwengo.com/trac/openwengo/trac.cgi/browser/wengophone-ng/trunk/wengophone/nsis
and tell me
