Follow-up Comment #2, bug #9121 (project wesnoth):
A general user interface design principle - either don't show the user
options that are unusable at a particular moment, or clearly indicate that
they can't be used (disabled button state, greying out etc.). Also, it works
well on the 1.2.4.
Which of the above options (hide vs. indicate disabled state) is chosen is a
matter of taste, and I don't have an opinion on which is better. The latter
has the advantage that no matter what, the user sees the possible actions
available to her/him, even if some of them should be disabled at that
particular moment.
