Yes, if you get out of sync errors like that it usually already means that it
doesn't really make any sense to continue the game.

People can try to cheat that way, but 1) the other players will notice and 2)
they just ruin the game, since it doesn't actually work because the changes he
makes to his units that way don't propagate to the other players. If for
example he changes his spearmen to move 20 hexes, and then moves one 20
hexes, the other players will still see him as only moving 5 hexes (or
however much his movement is supposed to be), which of course leads to an
unplayable match when his game thinks his spearman is in 21,5 when the other
players' games think it's in 6,5...a crude example, but you get the idea.
