Follow-up Comment #1:
You have old 1.2 content in your 1.3 preferences folder and this is not
supported. bug #9617 has changed the behaviour to avoid the assertion failure
so it won't crash in the next version, but things still might not work as
expected since the 1.2 format content isn't supported.
