Follow-up Comment #1:

I was in the same game with cycholka when the bug occurred so I am confirming
it.
I am also noting that this bug is not MP campaign specific. I've seen the
same behavior on the multiplayer server, when in normal scenarios a player
who was not the original host of a game loads a saved game, the sides which
before the reload were controlled by AI sometimes get stuck and need to be
taken control of and/or droided so that the game can continue.
