Okay - long answer time

There is a pretty simple solution for yor problem and 1.2.x Wesnoth - move
the game somewhere within /Documents and Settings/<limited_user_account>
directory, limited user desktop for example would do

This solution will also work for 1.3.19 and probably 1.4 if the method used
for 3.19 doesn't fail in a spectacular fashion. If it does - we'll have a
problem.

The build method used for 1.3 up to 3.18 supports compression and write by
having three dlls caling one another, windows doesn't allow that for limited
accounts, thus that other bug report you mentioned. In 3.19, among other
things I tried to simplify that chain, and it seems to work enough (at least
on my XP home) to allow the 1.2 sollution to work, but if I'll have to fall
back to tested and stable approach, it'll be no longer valid, even if the
patch to enable useraccount saving was implemented.
 
Now because Wesnoth ATM is in a feature freeze, this developed patch will not
find it's way into the next stable relase, it's to late for that. And even
after it does, using useraccount will be an option utilising runtime flag
(like --use-userdata r something similar) the reason for this is simple :
Wesnoth is not a native windows application, first port was done quite a
while ago, when windows 98 wasn't as obsolete, that port had to accomodate
the fact that win98 is not a multiuser system. We still support Win98 and low
end machines, and as such the default settings need to work on all supported
platforms. We also don't want to break the possibility of running wesnoth
without installation from things like USB stick.

I hope the situation is a bit clearer now, I do not consider current
behaviour as a bug, for my point of view it's even desirable as I tend to
keep small system partitions and deeply dislike stuff throwing heavy
megabytes of data into my useraccount dir. But I do understand that having
this feature could be helpful for people, and I do try to go around windows
limitations to make limited accounts+userdir userdata keeping possible.

If 1.3.19 relase won't prove unstable, your feature request will be marked as
postponed till first 1.5 relase
Otherwise it will be a won't fix for now.
